SUMMER SLAM
TOURNAMENT
RULES 2022

Subject to the following exceptions described in the Tournament Rules, only Baseball Ontario’s Rep Division Playing Rules will be used during this tournament.

The 2022 approved OBA Rookie Ball playing rules will apply. Rules can be found on the onDeck App. These include the Approved Playing Rules of 9U Rookie Ball.

The Official Rules of Baseball shall govern all games except as provided in Section RP2 and RQ2 set out above.

1. OBA score sheets and lineup cards must be used. The home team will be determined by a coin toss where the team travelling the furthest makes the call. The home team will be responsible for the official score sheet. Line up cards should be exchanged at least 10 minutes before the official start time.

2. In round robin play, each team plays three (3) games. Points are awarded as follows during round robin: Win = 2 pts. Tie = 1 pt. Loss = 0 pts.

3. Tie games will be allowed to stand in the round robin pool play. There will be no extra innings.

4. Teams will be seeded for playoffs after completion of their 3 round-robin games pursuant to these Rules and matched, as determined by the Convenor.

5. Games will be 1 hour and 45 minutes in length, at minimum, from the time of the first pitch. No new inning to begin after this point. The home plate umpire will notify both teams and the official scorekeeper of the time of the first pitch.

6. All playoff games shall be 7 innings or until a winner is declared. 5 innings shall constitute an official game except that a winner is declared, and the game declared official at any point that the opposing team is unable to win or tie the game. Playoff games (quarterfinals and semi-finals) will be 7 innings in length with no time limit.

7. There will be no pre-game warm-ups on the infield before any game, ground balls can be taken in foul territory.

8. In all OBA games, an 18-run mercy rule will apply after 3 innings or 15 runs after 4 innings. A 10 run mercy rule will also apply after 5 innings or any subsequent inning thereafter. If the home team leads after the top half of any such inning, the game shall be considered a mercy and the home team will not bat.

9. The decision of the umpire(s) will be final. Any protests will be resolved on the field by the tournament convenor.

10. After pool play, teams advance to playoffs with the Top Seed in Pool A playing the 2nd seed of Pool B and the Top Seed of Pool B will play the 2nd seed of Pool A.

In the cases of ties, the following tie-breaker rules shall apply:
i. head to head record among tied teams;
ii. team with the smallest runs against ratio (runs allowed / number of
defensive innings played) in games among tied teams;
iii. team with the smallest runs against ratio (runs allowed / number of
defensive innings played) in all games;
iv. team with the highest runs for ratio (runs scored / number of offensive
innings played) in games among tied teams;
v. team with the highest runs for ratio ( runs scored / number of offensive
innings played) in all games;
vi. coin toss.

When there are 3 or more teams tied, the tiebreakers will commence at 10(ii). After the winner of that tie breaker is determined, the tiebreakers will continue, if necessary, at 10(ii) as long as there are 3 or more teams tied. When only 2 teams remain, the tiebreaker will start at 10(i).

11. The final score for any forfeited game will be recorded as 7-0 with 5 innings played, for tiebreaking purposes.

12. Managers and coaches are responsible for the conduct of anyone involved with their team throughout the tournament. See section on “Conduct” for more details below.

13. EYBA accepts no responsibility and expressly disclaims any liability for any injuries, damages, or losses to anyone during the tournament.

14. Teams are required to retrieve foul balls hit during their games. No time outs will be added for any delays due to lack of baseballs.

15. Teams are required to conduct post-game meetings off the field. Gather all equipment and personal items as quickly as possible in order to keep games on schedule and the next team into the dugout. All garbage and water bottles must be collected inside the dugouts by teams before leaving the area.

16. Players, coaches and spectators are not to walk through the fields at the diamonds while games are in play.

17. Each teams’ coaches must sign the official game sheet immediately following the conclusion of their game.

18. Important to return the Game Balls to the Registration Desk with the signed game sheet.

CONDUCT
(VERY
IMPORTANT)

  • Coaches are role models and have a significant influence on the tenor of a game, both on the diamond and in the stands. Coaches represent our families, our cities, our league, our team, our organization, and ourselves.

  • Both the Toronto Baseball Association and East York Baseball Association have a ZERO tolerance policy for a coach’s abuse of umpires, officials, opposing coaches, players, and other fans.

  • Umpires will not hesitate to warn and/or eject a coach whose conduct towards them, or anyone else, is abusive or detrimental to a positive environment for players and their families.

  • Under Toronto Baseball Association regulations, coaches are also held responsible for the behaviour of their supporting spectators.

  • If a parent or other spectator associated with a team demonstrates offending behavior, the coach of the team will be requested to speak to the spectator. If the behavior continues, the team will be subject to a bench warning. If the behavior still continues, the head coach will be ejected and the offending spectator will be ejected from Stan Wadlow Park (Stan Wadlow is a public park in the City of Toronto, under license to EYBA, giving the EYBA discretion over attendance within its borders). If that does not bring the situation to a close, the team will forfeit the game. “Offending behaviour” includes abuse of officials, abuse and/or taunting of players (on either team), and abuse and or/taunting of other spectators.

  • Any coach ejected from a game will be suspended from the following game. Further sanctions may be applied based on the nature of the incident(s). Umpires may discuss the issue with the Convenor who has final discretion over the matter/incident.

  • A coach who is ejected must leave Stan Wadlow Park immediately. He or she will not be permitted to attend the park for any game(s) that he or she is suspended for. If he or she does attend that game after it has begun, his or her team will forfeit that game.

  • Umpires will also not ignore detrimental behavior by players, who are also subject to ejection for verbal abuse, use of profanity, intent to injure, or other transgressions at the umpire’s discretion.

  • Any player ejected from a game will be suspended from the following game. Further sanctions may be applied based on the nature of the incident(s). Umpires may discuss the issue with the Convenor who has final discretion over the matter/incident.

  • A player who is ejected must leave the vicinity of the diamond immediately. He or she may attend any game(s) that he or she is suspended for but must not be in uniform.

  • Any coach, player, or spectator who directs physical abuse towards another coach, player, or spectator will be ejected from both the game and Stan Wadlow Park for the duration of the tournament. In the case of coaches, their team will be permanently banned from future Summer Slam tournaments.

  • Tobacco products, consumption cannabis and vaping of any substances is strictly prohibited in the confines of the baseball field including dugouts and fan viewing areas. https://www.toronto.ca/city-government/council/2018-council-issuenotes/torontos-health-and-safety/cannabis-legislation/

  • All of the above will be included in the ground rules conversation between umpires and coaches before the game.

PARKING Street Parking – There are 2 parking lots for Stan Wadlow Park, one on the west end of the park beside the hockey arena off Cedarvale Avenue and one in the curling club on the north side of Cosburn Avenue just east of Gledhill Avenue. For those who are not able to find parking in a lot, there is street parking around the park and in adjacent streets to the park. Be mindful of foul balls.

Please obey all traffic rules, cycling lanes and street parking signs. City of Toronto parking enforcement is very quick to issue tickets so don’t let them ruin your weekend by towing your vehicle away because you were in rush & parked illegally.
